that have guided us over the last 19 months. these are the principles that form the basis of the additional economic proposals that i offered this week, because even though the economy is growing again and we've added more than 750,000 private sector jobs this year, the hole in the recession left was huge. progress has been painfully slow. millions of americans are still looking for work. millions of families are struggling to pay their bills or the mortgage. these proposals are meant to both accelerate job growth in the short-term and strengthen the economy in the long-run. these proposals include a more generous permanent extension of the tax credit that go to companies for all the research and innovation that they do here in america. i have proposed that all american businesses should be allowed to write off all the investments they do in 2011. this will help small businesses upgrade their plants and equipment and will encourage large corporations to get off the sidelines and start putting their profits to work in our economy. we also announced a six-year plan to rebuild ameri

coast from us here in california. it was dinner time last night, about 6:15 in san bruno, california, the routine of a normal thursday in the neighborhood was shattered by an explosion so loud it was heard for miles. then came the geyser of flames shooting 300 feet in the air and then the noise. people near the blast zone understandably thought it was an earthquake, a nuclear explosion, perhaps a plane had gone down. turned out to be a natural gas line exploding and a fire that wasn't brought under control until just this afternoon. san bruno is a city of about 30,000 people, give or take, just south of san francisco, just west of that city's airport, sfo. federal investigators have converged on the neighborhood where the gas main blew up. we begin our broadcast tonight from the scene. our own kristen welker and miguel almaguer are there for us tonight. miguel, good evening. >> reporter: brin, good evening. the national transportation safety board is leading this investigation. the blast has already been called a state of emergency. this city reeling from an explosion so powerful it

after distracted drivers in a whole new approach. julie carey tell us what they'll be looking for. >> reporter: the steering wheel in one hand. the cell phone in the other. the latest example of the consequences wednesday night on franconia road. a van ran a red light causing a four vehicle crash. >> eight people were hospitalized because the guy took his phone out to check his facebook update. >> reporter: but they've learn virginia's law against texting while driving is so full of loophole, it is almost unenforceable. only 18 people have been charged this year. they'll attack with it a very tried and true charge. failure to pay full time and attention. >> whether that's speeding or personal grooming or talking on their cell phone. and because of that, their driving is not where it should be. >> reporter: to simulate the impact of distracted driving, i navigated what might replicate a narrow residential street or mall parking lot. the officer rode shog. was that the long before the first text arrived. >> if you could read the e-mail to me out loud. >> reporter: it says, got it. a

on the scene. miguel, what can you tell us? >> reporter: matt, good morning. at least 75 people were rushed to the hospital overnight, some of them injured critically. we know at least one person is dead, although that number may rise. some 53 homes were completely destroyed. more than 100 others damaged. it's believed the explosion may have been caused by a ruptured gas line. and as one witness said here, they described the scene as "hell on earth." the explosion ripped through san bruno just before 7:00 local time, the dinner hour in this suburb just south of san francisco. a blast so violent, some thought it was an earthquake, or worse, a jetliner crash. it was neither. >> i went out and seen this big fireball. first thing i thought was, oh, god, something went up, and it was intense with flames. >> reporter: a monster, gas-fed fireball with flames shooting as high as 100 feet into the air was burning so hot, it obscured everything around it. asphalt melted, windows shattered, the sky turned black and the sound, what witnesses describe as a roaring and a groaning, could be he

situation. pnc. for the achiever in us all. >>> good evening. we begin with several breaking stories. first, outside san francisco, at least a dozen homes have been destroyed by an enormous fire. flames could be seen shooting up to 60 feet in the air at about 9:00. this happened after the ground shook from an explosion. officials say there may be a problem with a natural gas line. dozens of people have been taken to hospitals. no reports of death. >>> in philadelphia, two were killed and third person shot when a female worker began shooting inside a factory. a woman locked herself inside an office in a kraft food company. >>> also, in california, a judge has ruled that the military's ban on gay service member is unconstitutional. she said she would issue an injunction on the don't ask don't tell policy. it denies them freedom of expression. the ruling is a result of the lawsuit against the government from 2004. >>> the florida pastor at the center of the koran burning controversy has changed his mind. >> now, he says his plans are suspended, not canceled. jeff paterson has our report

shortly. our sunrise is still over two hours away. it's getting hard to get used to the dark mornings. 64 at national airport. it's near 60 in prince george's county. in arlington county near 60 and upper 50s in montgomery and fairfax and cooler farther to our west. low to mid-50s, many rural locations of maryland and virginia. in the mountains, in the 40s, much of western maryland and west virginia mid-40s this morning. as we look at the view from space, we have a few clouds in pennsylvania that may drift down here, otherwise lots of sun with highs reaching upper 70s. mid-50s by dawn on saturday. sunny saturday morning, clouds developing during the afternoon. then cloudy saturday night. late saturday night into sunday morning through midday sunday, we have a chance for a few passing showers and then dry for the skins game sunday night and dry again as we get back to work and school on monday. how is the traffic? >> one complication is university boulevard eastbound at dennis avenue, we're affected by an accident where a utility car was struck by a car. they've been working o

paid to vote. megan mcgrath joins us live from the chevy chase community center where people have been casting early votes all week long. >> reporter: good morning, eun. early voting in the district of columbia is something that is new and voters seem to like it. thousands have already cast their ballots. as the big day draws near, things are heating up in the race for mayor. the latest involves allegations of vote buying and calls for an investigation. early voting has been brisk, about 14,000 people have cast their ballots already with the busiest location in chevy chase. >> early voting centers have been going well, our busiest early voting center has been chevy chase, no problems at the voting equipment. almost all of voters that have used them have liked them. >> reporter: but vincent gray has called for an investigation into the charges of vote buying. his call is fueled in part by a television report in km a voter says he was promised money by a fenty supporter for his vote but didn't get paid. >> we've asked for an investigation into the allegation that someone was offered
